"Conference World Primera of the People on the Climatic Change and the Laws of the Earth Mother"

For Daniela Mendoza Reynolds. After the inconveniences of the Summit of Copenhagen in December 2009, the president Boliviano Evo Morales suggests carrying out the "Conference" World "Primera of the People on the Climatic Change and the Laws of the Earth Mother. "


The conference will be taken I finish in the city of Cochabamba, Bolivia of the 20 to the 22 of April, approximately people of different social organizations and centers of research is waited by the arrival of 15 thousand in a complete way the world.

The state Plurinacional of Bolivia has invited to the 192 governments of the UN to attend the conference, among the confirmed communications they are that of the scientist of the NASA Jim Hansen, Bill McKibben, environmental and leading reporter of 350.org, the environmentalist Hindú Vandana Shiva, the writer Uruguayo Eduardo Galeano, Miguel D'Escoto, current president of the general assembly of the United Nations, and the actor and director Norteamericano Danny Glover, together with a great number of other leader organizations in the environmental protection and in the fight against the climatic change.

Bolivia has ready a proposal for the conference, the social organizations and the Government will suggest to the United Nations Organization a project of Universal Declaration of the Laws of the Earth Mother. This project intends to prove that all the people and nations, without importing its economic, social, religious and cultural differences, must make an effort to promote the teaching, the education and consciousness on the laws of the planet, and to guarantee its recognition and universal application.

There will be approximately 17 desks (Structural Causes; Harmony with the nature for the Vivir Or; Laws of the Earth Mother; Referendum on the climatic change; Court on Environmental Law; Climatic refugees and native people; Environmental debt; Protocol of Kyoto and the appointments of reduction of broadcasts, technology transfer, forests and climatic change; Dangers of the markets of carbon and strategies of action). The expectations for this conference are quite big when intending to analyze the structural causes of the climatic change, it is expected this scenario apart from developing proposals to generate actions specific to work.

The Business Unrest for the RSE

In reply to the need to evaluate to the company organizations not only as for the economic results, but also in the way in which these were reached, the known strategy rises up in Bolivia as Business Social Responsibility (RSE). Under this scenario, the RSE is conceived as a model of sustainable development constituted by a social progress, stable levels of economics, optimal conditions of work, protection to the environment and prudent use of natural resources, reflected in the degree of appointment, and responsibility with which the organizations act in the face of the repercussions that its activities have on the society. Although at world level the concept of the RSE has evolved, it is often interpreted wrongly.

In order to promote and spread its real meaning and practice in the Bolivian society the "Bolivian Corporation" originates, at the end of the 2004, "from Social Responsibility Commercial" (COBORSE) foundation conceived as a multi-institutional net, thanks to the appointment of local and multinational companies, private foundations and company organizations that operate on in the country.

The last management, COBORSE published a study about the perception of the Bolivian businessmen on the RSE and the level of implementation in its businesses. The study proved that the evaluated companies are in the basic stage of this process. This stage it is characterized by the worry and need for a change of model in the way of doing businesses with actions that are limited to a department and they are not conceived as integral part of an organization, which does not have the difference between responsible actions and philanthropy clear yet, yet.

At present an advance can be noticed in the business answer, which means a vision and appointment of the companies and organizations because they articulate and line up programs of RSE, according to the ten beginnings of the Pact Mundial*. A clear example is the Bolivian Society of Cement S.A (SOBOCE) company that assumes, since several years, diversity of programs orientated to promoting education of children and young ago, capacities productive and of tourism, support to sustainable microcompanies and others. Thus also thanks to the appointment developed by El Instituto Boliviano de Comercio Exterior (IBCE) and the Ministry of Work, Employment and Social Insurance, the initiative of named voluntary certification rises " Triple Seal" composed by three norms based on the world pact and human rights: "Free" of Hard Labor, "Free from Infantile Work" and "Free from Discrimination". The purpose of the triple seal is to differentiate Bolivian products in the internal and external markets, as "socially responsible production". They are a lot of the companies, as these, that keep discovering the importance of its work in the middle and the impact that produce in its public of interest understanding the need to strengthen its appointment with the social action.

Although in Bolivia there is an important business unrest for developing activities within the framework of the social responsibility, it is basic to sensitize with this vision to the government, its entities and to the organizations civiles.Sólo when the public and private strategies have the same horizon and the shared purpose of advancing towards the sustainable development, the country will stop being conceived as the less equitative of the American continent as for the distribution of wealth. Without Consistency...

For Daniela Mendoza Reynolds. As it is already as usual every year the town council of the enclosure of Cochabamba organizes in the first week of September the campaigns of conservation of the environment that private enterprises take in part as much as public.

The activities started with the campaign "Week of the Air Clean" that it has as goal to reduce the pollution levels that the motorised park generates through the measurement of the exhaust gases that emit the railcars. Cochabamba has about 250 writs for every a thousand inhabitants, what means that one of every four people has a car, to what is plunged the fact that it exists few conscience citizen with regard to the maintenance of the vehicles, especially of the public transportation those who are the biggest pollutants.

But however effective this action that comes repeating itself several years ago is... according to a note of the local newspaper based on a publication of the Municipal Town Council "in the last management, a total of five thousand vehicles were submitted to testeo and the percentage of the emanated pollution is the following one: the vehicles with diesel contaminate the atmosphere with 40%, those that 30 per cent and Compressed Natural Gas (GNC), 15 per cent and Liquefied Gas of Oil (GLP), work with gasoline 15 per cent ", perhaps it is not highly the circulation of vehicles to GLP (I wonder) sanctioned, how it is possible that being identified in the testeo they have not been fined and had suspended of circulation....

But good the center spot is to know that it happened with those vehicles that disapproved of the examination during all these years, which quantity of the ones disapproved of they carried out the corresponding maintenance....

By the intention of the initiative perhaps it can be said that it is good, "to generate environmental conscience for five days", mmm... but if we analyze a little, it is more that evident that the goal of this project, ever, was ever reached, nor at least the name of the campaign describes correctly the action that in fact is come carrying out. It is regrettable that the authorities and the means promote the inconsistent actions that comes carrying out the town council. How we want to create a culture of conservation of the environment with campaigns without contents that last some days. And is that only when we see ourselves with a totally grey sky, with constant breathing illnesses, etc, is that newly we will take consciousness of how necessary is to preserve the means and to carry out campaigns by far more contained and that really sensitize the population....

Throughout the years the Marketing has had a process of change and innovation in its application, at first its configuration is developed in the use of strategic tactics that satisfy the needs for the population, but also intends to reach the sustainability and the earning capacity of the companies through the increase of the participation of the market. In this area, it is necessary to add up the concept of the philanthropy, that has evolving in the time and is part of the development of the people, those who through the sensitivity and the empathy carry out acts of charity, beneficence, voluntary workers and social actions.

In this felt, it is unavoidable to refer to the society, which is composed by people and stakeholders that takes part in the productive processes and belongs is activated in the socket business and social decisions. It is, that it manages its lines of work in the ethics and the morality, here where the Social Marketing appears that linked among themselves they allow marketing ideas about social change for all the ensemble of the population. This tool has an approach renewed, since the direction competitive and lacking in sensitivity of the companies, has passed at a flat second, in such a way that the social and economic goals have engaged perfectly originating new strategies of public relations, publicity and promotion.
The other face of the coin, shows a reality completely distorted, since the Business Philanthropy has turned into a tool of convenience and of simple application, the companies to stand out and to be perceived from a human approach show its appointment with the noble causes in exchange for the recognition and the increase in its sales.
The excessive use of these opportunist actions promotes the birth of a new model of business management, whose purpose is the valuable generation for the ensemble of the stakeholders, this way the strategic precepts that hold every activity directed in the common welfare is translated appropriately. It is here where the RSE, which is multidisciplinary and integrates ethical, social and environmental behaviors, is born by its responsibility, those who are the instigators in first line to develop the criteria of improvement in the quality of life, the sustainability and the appointment in the face of the society, is extended to companies, governments and civil organizations.

In summary it is basic to link the Marketing, the Philanthropy and the RSE, in such a way that these answer to the global strategy and are means of action that the strategic policies towards a horizon focused in the social inversion translate. To build this new paradigm requires that the companies give a crossing towards the future, and they consider these elements as own inversions and intangible assets, so that this way the human side that has every organization can be transmitted to the society and it is the beginning to live, to feel and to live together with its environment.

"Social Responsibility" Business Forum: Towards the Triple Seal"

This week was carried out in the department of La Paz, Cochabamba and Saint Cross the Business "Social Responsibility Forum: Towards the Triple Seal", action that consisted of the presentation of a normative application that will allow developing lineaments of Business Social Responsibility (RSE) in the Bolivian products of export and generating consumable conscience in the internal market.


The day of yesterday Wednesday in facilities of the CADEXCO (Camera of Exporters of Cochabamba) El Instituto Boliviano de Comercio Exterior (IBCE) beside the Ministry of Work, Employment and Social Insurance presented the "Triple Seal", initiative of voluntary certification for product, developed under the advice of the Institute Boliviano de Normalización de la Calidad (IBNORCA) and the support of Unicef; this certification is composed by three norms based on the world pact and human rights: "Free from Work of Forzoso", "Free from Infantile Work" and "Free from Discrimination". This appointment was developed by an integral equipment that looks for differentiating the Bolivian products in the internal and external markets, as "socially responsible production".

The procedure to follow part of the application for a guide of implementation, the auditory one of application and later the acquisition and control of the certification. At present two cochabambinas companies dedicated to the export Ciensa (leathers) and to Multiagro (forest) work to be able to certify that its products complying with the three approved Bolivian norms.

The Lic Aurelio Echazú as representative of the directory of the IBCE did mencion to the words of philosopher and Swiss philanthropist, Dr. Stephan Schmidheiny, who wisely said that "there Can not be successful companies in unsuccessful societies, as well as there can not be successful societies with unsuccessful companies".
For the General Manager of Cadexco, Claribel Aparicio Los concepts of "Just Trade" and "Business Social Responsibility" are of vital important for the external consumer people, who per moment of decision of purchase they are ready to pay a little more, provided those who produce have one better the quality of life and transparency of all its chain productiva.La Lic. Cecilia Theulé, International Consultant of the IBCE in its presentation, noticed the employers Boliviano, indicating that it is this the ideal moment to bet to a certification of this type, non-existent for the moment in other countries of Latin America, the adoption of this seal turning into a great competitive advantage in the foreign market.

Building Solid Foundations of RSE

For Daniela Mendoza Reynolds. Founded on 24 of September 1925 in order to produce and market cement La Sociedad Boliviana de Cemento S.A initiated its activities. - SOBOCE S.A. placed in the locality of Viacha - La Paz.
Nowadays, it has four plants of cement situated in the departments of La Paz, Oruro, Saint Cross and Tarija, operating on four plants of premixed concrete and a plant of stony attachés.
With more than 80 years in the market, it sets up as the company producing of more important cement of Bolivia, generating more than 3.500 direct and indirect employments in all its operations. Jeopardized with the sustainable development of Bolivia, SOBOCE S.A. has the mission of "improving the living conditions of the communities where its productive operations are found and suppliers of raw materials, being based in the beginning that all the Bolivians have right to a worthy life with opportunities in education, health, house and work."

Directed under the policy of 10% of its utilities to projects and activities of RSE being destined the company acts in function to three lines of action; the first one orientated to revalue the cultural and natural patrimony of the country and to support the development of the tourism; the second one focused on in supporting the productive micro-employers and generating employment and finally a third dedicated itself to promoting competitive childhood and youth.

"The country that we want" is a project that it identifies and promotes emprendimientos developed by native sectors and peasants; through the Program "Emprender.bo", spread every Sunday at 10 in the night for the Net of television PAT. This space tries to reflect the multicultural and ecological context of Bolivia, the diversity of the native people and peasants that develop productive projects new, worthy to be recognized and promoted in the market. The elaboration of eight documentaries of the most successful initiatives (Export of Tilinchos, San Miguel del Bala - Ecoturismo, El Ceibo - Production of chocolates, Asohaba - Production of broad beans, Turk - Rearing of camélidos, Black Gold - Export of chestnut, Fashion Chiquitana, Incapallay - Export of fabrics), examples of creativity, work and appointment, that keep generating, reveal the possibility to improve the conditions and quality of lives of the people and communities.

Understanding the premise that encouraging the tourism is to support indeed the economic development of the country, the project is born "The Routes of SOBOCE" that it has as main goal to encourage the internal tourism and to contribute towards Bolivia being a more attractive destination for international travellers. This initiative does the invitation and necessary information to visit thirty touristic destinations full of different landscape, culture and history public.

2002, SOBOCE launches the campaign "Of Bolivian hands for Bolivian niñ@s", initiative that it has as goals: encouraging the creativity of craftsmen people, the consumption of national raw material and to generate fountains of employment in the country, all this through the manufacture and commercialization of toys. After three successful years of competition and growth of the project SOBOCE was seen in the need to continue supporting to the artesanos(a) Bolivian, but in a much more sustainable way adding a goal to the project more: replacing the imports and generating exports of toys. For that, believes an independent and specialized organization, named "Anatina Toys", that it produces and it markets Bolivian craft toys facts wooden and cloth.

Main station, Brilliant People, Club of Corridors, Foundation Jisunú, Recicla, Culture for the Development and some more actions, are projects that little by little go being strengthened and being consolidated in the time, giving SOBOCE the opportunity of keeping spreading, passing the application of a sustainable philosophy of the philanthropy, at present.

Communicating Actions Responsible for Responsible People

Cellular telephony of Bolivia (Telecel) company that operates in the country since 1990 across the multinational Millicom International Cellular S.A. In 2008 the foundation is born "You are Alive", that operator of telecommunications of the country "Alive Gsm" belongs to the second biggest ', who basing itself on four basic pillars: social area, environmental area, the interior of the telephony and in the education, decides to acquire a sustainable appointment with the aim of articulating the social action in Bolivia, operating and canalizing the efforts and contributions for the benefit of unprotected sectors of the population, especially childhood and youth. One of his several projects to stand out is the campaign of plus protection of the "Dolphin of River", mammal in which only lives in the River Itenez of the department of the Beni-Bolivia. All the activities and efforts to be carried out in favor of the conservation of this animalito will be supported for the company, the one who even offered will grant grants so that Bolivian biologists can carry out researches that collaborate to the conservation of the sort, since the main causes that threaten to the pink dolphin and to other copies, are: the leak of habitat by deforestation, degradation or pollution of it, the indiscriminate hunting and the direct and indirect effects of the global heating. Betting to the change, building a little new RSE

In the Kilometer 0, it is there where I find, this is the departure of what comes to be a challenge acquired in order to generate a new vision of the reality of the means in which I live. My interest in forming me in the social area is born from the feeling that they woke up in me, all those anonymous confessions of people that problems of, economic emotional crisis live, work nun, relative, etc... And is that psychologist of profession I am not, but the opportunity of true listening allowed to me to understand and to learn of the reality of the fellow man. Like this is as is born my approach and model curiosity about the RSE (Business Social Responsibility) or RSC (Corporate Social Responsibility) that allows fusing perfectly my profession with the human reality.

To Apply the RSE is a long path built by decisions based on the social value, to personal opinion it is dealt of: "one model of business management, that it reflects the capacity of answer and the degree of appointment of the companies with the society and the environment, in order to improve the quality of life of the people and generate value in the middle", in summarized words, could be said that it is the correct way of making the things.

Its importance lies in that to apply it will allow developing sustainability in the companies, obtaining economic benefits, environmental and especially social and is that developing RSE is not simply fashion or image, to develop RSE is to wake up the sensitivity of the individuals through the middle that surrounds them, to notice the existing lacks around us and to understand the reality of the other one, to be able to give effective solutions.

The RSE is in a growth and constant evolution, almost in all the countries there are associations that promote its practice, Bolivia has the center COBORSE (Board Boliviano de Responsabilidad Social Empresarial) that promoting the concept has as mission and he practices of RSE in the Bolivian companies. At present there are companies that bet for the action of change and are found jeopardized with the application of this model looking for improving the life of presents them.

This space is the opportunity of talking about all of them and each of them, reflecting the actions and experiences of them and motivating those ones to generate a positive change.
